The Orders Are Measured, Not Read Off the Equation

A balanced equation tells you what reacts with what, and in what ratio. It does not tell you how fast. The exponents in a rate law are experimental results — you get them by changing one concentration, watching what the rate does, and reading the answer off the data. Watch the table decide.
