Dilution Moves the Water, Not the Solute
Twelve particles go into the flask. Twelve particles come out. Everything a dilution does, it does to the volume — and that is the entire reason M₁V₁ = M₂V₂ is allowed to exist. Watch the particle count refuse to move while the concentration falls by a factor of four.
